ELINET – European Literacy Policy Network

02/2014–01/2016

The European Literacy Policy Network (ELINET), co-ordinated by the University of Cologne, consists of 79 partners from 28 European countries and aims to analyse and consult on literacy policies at a local, regional, national and trans-national level, raising awareness of literacy issues and coordinating in-country campaigns.

The network’s approach is to develop evidence based standards and tools that can be used by all actors in the heterogeneous field of literacy activities on local, regional and/or national level. Thus the project’s design combines a top-down approach (standards, guidelines, materials) with a flexible bottom-up-approach (supporting existing activities and encouraging new ones).

ELINET will work in close cooperation with the European Commission and national Ministries and other authorities in order to influence national literacy policies and to recommend future areas for research and intervention programmes.

inspire`s task within the network is to provide relevant working goups with Austrian data on adult education issues.
